Planned cost and actual cost
The forecast and budgets use allocations — who is planned to work where. Capitalisation and R&D claims use effort — what people actually worked on, week by week.
The two don’t mix: a budget doesn’t change what’s capitalised, and correcting effort doesn’t change the forecast. Both use the same day rate for each person. See How costs are calculated.
